European Union interior ministers have backed a five-point plan from European Commission President Ursula von der Leyen to prevent a repeat of the Ceuta border crisis, after some seventy-two thousand migrants crossed into Spain's North African enclave last week.
The emergency meeting on Tuesday came amid deep divisions within the bloc — with twenty-two of the twenty-seven member states accusing Madrid's migrant regularisation programme of acting as a pull factor for irregular migration.
Spain's government has pledged that none of the migrants will be allowed to travel to the mainland, and says around seventy thousand have already returned to Morocco.
