Spanish Prime Minister Pedro Sanchez is travelling to the North African enclave of Ceuta on Friday as the death toll from a mass border crossing rises to at least eighteen.
Thousands of people overwhelmed frontier guards on Thursday, with between two and three thousand crossing into the territory, prompting Madrid to deploy troops and specialist police.
The crisis has also triggered a diplomatic row with Italy, after Rome's deputy prime minister called for Spain to be suspended from the Schengen Area.
