Hamas says ready to hand authority to technocratic committee, Israel believes group will retain control of Gaza

Hamas says it is ready to hand power to the new Palestinian technocratic committee that is meant to take over Gaza's daily affairs in the second phase of the peace plan.

But Israeli officials say they do not believe the group will fully surrender control.
