Europe and India halting shipments to the US over unclear tariff rules

Postal services in India and Europe say they are halting shipments to the United States effectively almost immediately. Germany, Denmark, France and the UK - among others - say there's just not enough clarity around new import duties on low-value packages. Toni Waterman has more from Washington.
