The UK government is expected to publish fresh legislation for its Rwanda migration policy by the end of the week.
It follows a new treaty signed with Rwanda on Tuesday.
That and the legislation are designed to satisfy legal concerns with the plan which would see some asylum seekers sent to Rwanda to pursure their claims there.
The opposition Labour Party says the policy is a gimmick.
But spokesperson for the Rwandan government Yolande Makolo denies the country is only ready to receive a small number of migrants from Britain.
