Businesses and manufacturers in the European Union could be forced to stockpile or prioritize production of certain goods under emergency preparedness plans unveiled on Monday.
The European Commission's latest legal proposals were drafted to prevent a repeat of the scenes witnessed early on in the COVID-19 pandemic, when some EU countries shut borders and critical medical supplies were unable to reach destinations.
