Hong Kong plans to scrap COVID-19 quarantine by November

Hong Kong’s new health chief says he expects the city will scrap its strict COVID-19 quarantine rules for incoming travelers by November. The rules have become increasingly controversial as other global financial centers have opened up their borders already.
