House passes spending to avoid government shutdown, and $14 billion aid for Ukraine

U.S. House lawmakers passed a $1.5 trillion spending package late Wednesday that includes support for Ukraine.

Voting on the wider spending bill was delayed after disagreements over COVID funding.
