The European Commission has accused Belarus of "gangster-style" tactics, in a border standoff in which at least seven migrants have died.
At least 2000 migrants are reportedly at the Belarus border with Poland, where they are being denied entry into the European Union by Polish border guards.
The EU's executive says it is planning more sanctions against Minsk.
