Leaders of the 27 EU countries are discussing how to sort out its Covid-19 vaccine production problem which is severely slowing down the Europe-wide rollout.
Proposals include preventing vaccine doses being exported to other countries — and waiving patent laws to allow any company to make another company's drug.
