Intro
Egypt says using military action against Ethiopia is not an option even if it doesn't agree with it on the operation of a dam on the river Nile .
Both Egypt and Sudan are yet to agree on how Ethiopia will proceed with the 6000MW dam without harming them.
Egypt says it is hoping that dialogue will iron out their differences.
