A state of emergency has been declared in a region of the Russian Arctic after 20,000 tonnes of oil leaked from a power plant. President Vladimir Putin scolded the region's governor after it transpired that authorities only learned of the spill from social media two days after the fact. Julia Chapman reports from Moscow.
