UN Report Pins DR Congo Police

INTRO:

A UN report on human rights violations in the Democratic Republic of Congo has implicated police officers and soldiers in a series of killings between March and April this year.

The attacks were reportedly carried out after the government announced a state of emergency to limit the spread of the COVID-19 pandemic across the country.
