Romania plays host to an informal meeting of European heads of state on Thursday.
The summit was once envisioned as a post-Brexit gathering among the EU27.
That is no longer the case, but there will still be important matters such as climate change, jobs growth and security on the agenda.
It also comes at a time when there are rising tensions between the EU and the U.S over Iran.
