White House blames Assad for "reprehensible" chemical attack but says it's consequence of Obama inaction

The White House has blamed the chemical weapons attack in Syria's Idlib province directly on the government of President Bashar al-Assad, calling it "reprehensible".

But spokesman Sean Spicer said it came as a consequence of President Obama's inaction.
