LEAD:
The Russian delegation and the UN Special Envoy for Syria have stepped up mediation with the Syrian government and opposition in Geneva. Russia's Deputy Foreign Minister has held meetings with the Syrian government and was due to hold talks with the opposition on Wednesday. However, these talks are in doubt after Russia vetoed a UN resolution to impose sanctions on Syria over the alleged use of chemical weapons. Julia Lyubova reports from Moscow.
