The U.S. says the report from the Netherlands confirms the initial theories that Malaysian Airlines flight MH17 was shot down over Ukraine by Russian-backed separatists.
Russia has accused investigators of fabricating evidence.
U.S. State Department spokesman John Kirby says the evidence is clear, and can hopefully contribute to finding out exactly who fired at the plane and bring them to justice.
