U.S. Vice President Joe Biden is in Pittsburgh, Pennsylvania, a democratic stronghold, to take part in the city's Labor Day Parade. Some see this as a way to garner support before Biden throws his hat into the Presidential ring, but despite Hillary Clinton losing ground in the polls, it remains unclear if the Vice President will make a third White House bid.
