FIFA President Sepp Blatter has appealed for unity as he attempts to win re-election for a fifth term despite a corruption scandal.
The only challenger at the Zurich vote is Prince Ali bin-al Hussein of Jordan.
Mr Blatter is refusing to step down after seven FIFA officials were arrested in Zurich in a US fraud inquiry.
Swiss authorities are also investigating the bidding process for the 2018 and 2022 World Cups which went to Russia and Qatar.
Mr Blatter opened the day's proceedings in Zurich with a call to move beyond the scandal.
