Net neutrality advocates are celebrating after the head of the U.S's communications watchdog said internet providers should be regulated as a public utility, like telecom companies.
In an article in Wired, Federal Communications Commission Chairman Tom Wheeler said he was putting to a vote the "strongest open internet protections" the body's ever proposed.
