Fed cuts interest rates for second time

The US Federal Reserve has cut interest rates by a quarter of a percentage point - now in the range of 3.75 to 4 percent. It's the second reduction this year and an indication the Central Bank is willing to sacrifice potentially higher prices for a more stable job market - which has weakened in recent months. Melissa hits Cuba, leaving destruction in Jamaica

Hurricane Melissa has caused life-threatening storm surge and flooding in Cuba after leaving a swathe of destruction in Jamaica.


The extent of the damage in Jamaica is as yet unclear after the Melissa made landfall on Tuesday as one of the strongest Category 5 storms on record, with winds up to 185 m.p.h.
