Officials arrest four in student murder case in India's Manipur

Intro:

Four people have been arrested in the restive North East Indian state of Manipur where ethnic clashes have been going on since May. 

Tension flared up again in August when the news of the murder of two students belonging to the state's majority Meitei (May-tay) community led to protests.

U.S. government averts shutdown

A government shutdown has been avoided in the United States after
lawmakers reached an 11th hour agreement.

The agreement secures funding until mid-November but the spending bill
excludes additional funding for Ukraine.

US government shutdown now unlikely after "stunner" in House of Representatives

The US has narrowly avoided a government shutdown, after the Republican speaker of the House of Representatives turned to President Biden's Democratic Party for help in passing a temporary spending bill.


It will keep the government open for the next 45 days.


The measure still needs to be approved by the US Senate and signed by President Biden.  {NOTE TO EDS:  WATCH FOR DATING}

Tupac murder suspect charged in Nevada

Police in the US state of Nevada have arrested a man over the murder of Tupac Shakur.

The rapper was shot and killed while riding in a car in 1996, in a case that has never been solved.

Flash floods cause travel chaos in New York City

A State of Emergency was declared in New York on Friday as heavy rains caused floods across the state.


Commuters faced severe disruption due to delayed subways and flooded roads - the rains are expected to continue in the coming hours.

At midnight on Saturday in the US, the American government will run out of money to fund itself, unless Congress can agree on a last-minute deal. 


This is not unprecedented — it would be the 22nd time in the last 50 years that this has happened, and thrice in the past decade alone.

India's Karnataka Braces for a Statewide Strike

Blinken raises Sikh separatist murder with India's foreign minister

US Secretary of State Antony Blinken has urged India to cooperate with a Canadian investigation into the murder of a Sikh separatist leader, who was killed in British Columbia in June.

Police reimpose curfew in Manipur after fresh violence

The police in Manipur have reimposed curfew in some parts of the state and snapped up mobile internet as violence rocks the restive state once again. 

Triggered by the murder of two students, a mob of reportedly 500 to 600 people attempted to set fire to the state's chief minister's ancestral home in the capital city of Imphal. 

Security forces are now mulling ramping up presence in the state to curb the violence, as Ishan Garg reports from New Delhi.
