UKIP WIN SECOND SEAT, CONSERVATIVES VOW TO WIN IT BACK

The anti-EU, anti-immigration UK Independence Party has won its second seat at Westminster after a by-election.

Mark Reckless - who defected from the Conservative Party - will be UKIP's MP for Rochester and Strood.

It's a blow for the established Westminster parties with the Conservatives losing their seat, Labour's vote in the constituency also declining, and the Liberal Democrats coming in fifth behind the Green Party.

And it follows a byelection in Clacton in which UKIP secured its first Westminster MP.

Conservative Party Chairman Grant Shapps says Rochester remains in play for May's general election.

President Obama Unveils New Action On Immigration

US President Barack Obama has unveiled sweeping actions aimed at shielding nearly 5 million undocumented immigrants in America from deportation, and granting work permits to some of them.

The so-called 'executive action' by the White House doesn't need any authorisation from Congress, and gives millions the ability to apply for 'deferred action status', which will grant them three years of protection from deportation, along with authorisation to work legally in the US.

But the plan doesn't include a path towards US citizenship, or access to health insurance.

Mr. Obama explained one of the main planks of his action:

Obama Takes Sweeping Action on US Immigration

Nearly five million people who are currently living illegally in the US will be able to escape deportation under sweeping changes to the US system announced by President Obama.

Stumbling blocks for Vienna's nuclear talks

A deadline for resolving a 12-year-old dispute over Iran's nuclear program may be extended to March due to disagreements between Tehran and western powers meeting in Vienna.

A deadline of Monday had been set to reach a deal where Iran curbed its atomic programme in return for the lifting of sanctions.   The United States, Britain, France, Germany, Russia and China are leading the talks with Iran.

French Foreign Minister Laurent Fabius told reporters that important differences remain between the two sides.   Officials have said the self-imposed deadline might not be met, with some kind of interim agreement being more likely.

But Kelsey Davenport from the Arms Control Association says some progress has already been made:
