European Union interior ministers are meeting on Tuesday to discuss the fallout from the mass influx of migrants into the Spanish territory of Ceuta, with at least 88 people confirmed dead.
Twenty-two EU governments have signed a joint letter criticising Madrid's migration policies, while Spain has accused its partners of exploiting the crisis for political ends.
