Indian Prime Minister Narendra Modi's government has tabled a bill in parliament to toughen penalties for examination fraud, but opposition lawmakers are blocking debate over a police crackdown on student protesters.
The legislation follows weeks of mass demonstrations triggered by the cancellation of a major medical entrance exam after question papers were leaked, a scandal that forced the education minister to resign on Saturday.
The bill proposes significantly harsher punishments for those convicted of involvement in paper leaks.
