EU leaders are meeting in Cyprus to discuss the $2.1 trillion multi-year EU budget, which needs to be in place before the current one runs out at the end of 2027.
On Thursday, they finally signed off on a $100 billion loan to Ukraine, after months of being held up by Hungary.
