EU leaders fail to agree on plan to use frozen Russian assets

European leaders have failed to agree on plans to use frozen Russian
assets to support Ukraine.

That debate dominated much of proceedings as European heads of state
along with Ukraine's President gathered for a summit in the Belgian
capital.
