US agencies told to prepare for mass layoffs if shutdown hits

The White House is telling US agencies to prepare for mass layoffs if
Congress is unable to prevent a shutdown.

Lawmakers have an end-of-month deadline to reach a stopgap funding
measure to keep the government funded.
