The European Commission leader Ursula von der Leyen is preparing for her annual setpiece speech, which comes at a time of global uncertainty, and political instability in France.
The speech is known in European Union jargon as SOTEU (Sot-EU) - and it's usually an hour-long address to mark the start of the new policy agenda after the summer vacation.
