Wave of countries agreeing to ratify high seas treaty brings landmark marine accord nearer

A wave of countries agreeing to ratify a high seas treaty has brought the landmark marine accord nearer to becoming binding.

18 more nations ratified the treaty at the UN Ocean Conference in the southern French city of Nice.
