A federal judge has ruled that extreme heat in Texas prisons is "plainly unconstitutional"...and a form of "unconstitutional punishment." But he stopped short of mandating the state install air conditioning. Temperatures inside Texas prisons often soar above 100 degrees in the summer. Toni Waterman has more.
