It follows the ICC's decision to issue an arrest warrant for Israeli prime minister Benjamin Netanyahu over alleged war crimes in Gaza.
The Trump administration accuses the body of 'illegitimate and baseless actions' and creating a 'shameful moral equivalency' between Hamas and Israel.
ICC prosecutor Karim Khan spoke about the prospect of sanctions last month.
