2024 has been the most deadly on record for people trying to cross the English channel in small boats.
The International Organization for Migration says 77 people have died attempting to make the journey from France to England this year.
On Sunday, three migrants died and a further 48 had to be rescued after falling from an overcrowded boat near the French channel port of Calais.
The UK government has blamed "ruthless criminals" who operate people-smuggling gangs, and exploit people fleeing conflict.
But Zoe Gardner, a migration policy researcher, says there are other issues that need to be addressed.
