Controversial migration policies dominate European Council meeting

European Union leaders have agreed to take action to tighten
immigration rules and speed up the return of people that entered the
bloc illegally.

There was also backing from EU leaders for Poland's bid to temporarily
stop accepting asylum seekers traveling from Russia and Belarus.
