Tropical Storm Francine expected to strengthen to a hurricane Tuesday

Residents along the Texas and Louisiana coasts are bracing for what could be a category-two hurricane later this week. Tropical Storm Francine is strengthening in the Gulf of Mexico and is expected to bring downpours and storm surges when it makes landfall. Toni Waterman has more.
