The owner and manager of a cargo ship that brought down a major bridge in the United States last month are both directly responsible for the deadly crash, according to Baltimore's mayor and council.
Their lawyers insist the Singaporean companies should not be allowed to avoid legal liability after the vessel lost power and hit the Francis Scott Key Bridge, collapsing the crossing and killing six people.
