PUTIN CONVENES SECURITY COUNCIL AFTER "TERROR ATTACK"

After what Moscow calls a "terror attack" took place in Russia on Thursday, the Kremlin says measures will be taken to prevent new border incursions.

The President said Ukrainian-backed saboteurs had killed two civilians during a brief infiltration, in the first-of-its-kind attack since Russia invaded Ukraine last year.

Kyiv denies being behind the incident, calling it a provocation.
