Moscow is demanding an inquiry into the September attacks on the Nord
Stream pipelines that resulted in gas flowing into the Baltic Sea.
Russia maintains the West is responsible and says the world must find
out the truth about who carried out this act of sabotage.
To pass the resolution, Russia will need all members to vote, yes -
something that's highly unlikely.
