European Union interior ministers are voting on whether to include the EU's newest members Croatia, Romania and Bulgaria in the bloc's ID-check free movement area.
The so-called Schengen Area is the world's largest free travel zone.
Despite official recommendations from the EU's executive to grant all three countries access, opposition is expected.
