Health unions are holding talks with the UK government (on Tuesday) ahead of planned winter strikes.
Nurses have already voted to strike over pay, and other unions have been balloting their members.
It comes as a majority of health managers in England are concerned they won't be able to meet winter demand, with waiting lists at record levels.
