European Union foreign ministers are expected to greenlight sanctions over what the bloc calls Iran's violent repression of protests which swept the nation following the death in custody of 22-year-old Mahsa Amini.
Iranian authorities insist Amini was not mistreated and the country's supreme leader has accused the US and Israel of inciting anti-government demonstrations.
EU ministers are meeting for scheduled talks which are also set to focus on relations with China and Russia's war in Ukraine.
