The first day of an informal meeting of EU foreign ministers is getting underway in Prague. Under discussion: a potential short-term ban on issuing Russian tourist visas.
It's proved controversial amongst member states: France and Germany say it would be counter-productive.
But Lithuania's foreign minister says countries that share a land border with Russia: like Poland, Finland, Latvia and Estonia are in favour of a ban — and could go ahead regardless.
