Top Texas cop says police response to Uvalde shooting was "abject failure"

The most senior commander of police in Texas has described local law enforcement's response to last month's massacre at an elementary school in Uvalde as an "abject failure".

The testimony appeared to shock members of the Texas Senate who are leading one of several inquiries into the botched police response to the shooting at the Robb Elementary School.
