French authorities are meeting on Monday to discuss the operation.
The kick-off between Liverpool and Real Madrid was delayed on Saturday with officials blaming "security concerns" outside the stadium.
Liverpool fans were pepper-sprayed and kettled by French police, despite arriving in plenty of time for the game.
