Reacting to the images of dead civilians in the city of Bucha,
National Security Adviser Jake Sullivan said there was growing
evidence of war crimes.
He said the Biden administration was not surprised by the actions of
Russian soldiers and said they and the people who gave the orders must
be held accountable.
Sullivan spoke to reporters at the White House.
