US markets close lower as Fed reveals plans to reduce balance sheet

US markets fell for a second day on Wednesday after the Federal
Reserve set out plans to reduce its balance sheet.

Investors also reacted to new Western sanctions on Russian financial
institutions over the war in Ukraine.
