Ukraine posed to declare state of emergency as EU unveils sanctions against Russia

The Government of Ukraine is poised to declare a national state of emergency after Russian forces entered the east of the country to take up positions around Donetsk and Luhansk.


And President Voldymyr Zelensky is urging as many as 3 million Ukrainians living in Russia…to evacuate as soon as possible.


He's also giving Ukrainian citizens the right to carry weapons and engage in self-defense in the event of a Russian invasion.


Reporter Julia Chapman is in Rostov in the southern region of Russia where more than 7 thousand people have arrived after traveling in the other direction…from eastern Ukraine.
