Russia will join 56 OSCE countries in Vienna on Thursday, in a final diplomatic push this week to secure military guarantees.
It wants an overhaul of the European security situation, which it says is imbalanced in favour of NATO and other Western countries like Ukraine.
But neither side has so far been willing to budge on key issues.
