TOKYO AND JAPAN REPORT RECORD HIGH COVID-19 CASES; OLYMPICS CONTINUE

LEAD - Japan and its capital are once again reporting their highest daily COVID-19 cases on record since the beginning of the pandemic.

Doctors and medical organizations are sounding alarms, saying measures aren't working and infections are worse than the official numbers show.
