Mixed close on Wall Street as NYC announces more reopening plans

There was a mostly positive start to May's trading on Wall street as
the Dow rose more than 200 points, despite weaker than expected
manufacturing data.

The markets also reacted to further plans to lift coronavirus
restrictions in New York.
